Question asked in the House of Commons, April 21, 1910.

Mr. Rees,-To ask the Secretary of State for Foreign Affairs, whether the Government has information to the effect that while there has, during the first quarter of 1910, been a slight decrease in the import of native opium into Shanghae the import of foreign opium has nearly doubled; and whether this fact and the storage of large reserves of opium in Shanghae, in view of the possibility of total prohibition of export from India, indicate that the measures taken are not having the desired effect.
